Under the auspices of the International Water and Boundary Commission, the U.S. and Mexican governments sought through the 1960s to repeat the integrated development strategy associated with the Tennessee Valley Authority. This included damming the Río Grande to construct Falcón International Dam and Reservoir, dedicated by presidents Adolfo Ruíz Cortines and Dwight D. Eisenhower in October 1953.
